WALK Bridge Replacement Program

WALK Bridge Replacement Program

Norfolk, CT

The WALK Bridge Replacement Program is a major rail infrastructure investment along the Northeast Corridor, replacing the 128-year-old movable bridge over the Norwalk River with a modern, resilient vertical lift bridge. Serving Metro-North Railroad, Amtrak, and freight operations, the bridge supports approximately 175 trains and more than 125,000 passengers each day. The new bridge features two independent lift spans to improve operational reliability and marine navigation while coordinating rail, roadway, utility, and station improvements to minimize disruptions.

The Avenue team supported CTDOT’s first CMGC alternative delivery project with programmatic oversight, technical guidance, risk management, and price facilitation. Avenue helped the project team navigate the complex coordination, constructability, cost, and schedule considerations associated with the bridge replacement and extensive rail infrastructure improvements. This support helped advance a complex, high-value project while maintaining focus on delivery risk, cost certainty, and continuous rail operations.

America’s River Crossing

Memphis, Tennessee

America’s River Crossing is a transformational transportation project replacing the existing I-55 Mississippi River Bridge, a critical connection between Tennessee and Arkansas. The project addresses the long-term needs of one of the region’s most important freight and commuter corridors by improving safety, reliability, resiliency, and mobility across the Mississippi River. Delivered through the CMGC method, the project leverages early contractor involvement to manage risk, optimize design decisions, and improve cost and schedule certainty.

Arlington Avenue Bridge Replacement

Arlington Avenue Bridge Replacement

Reno, NV

The Arlington Avenue Bridges Replacement Project is replacing two nearly century-old bridges spanning the Truckee River in downtown Reno. The project enhances safety, resiliency, and hydraulic performance while improving access for motorists, pedestrians, bicyclists, and the surrounding community. The new bridges incorporate modern structural designs, improved flood conveyance, utility upgrades, and architectural features that complement downtown Reno. The project represents the Regional Transportation Commission of Washoe County’s first CMAR procurement.

The Avenue team provided guidance on CMAR best practices, risk management, procurement and contracting strategies, and project delivery. We facilitated risk workshops and led the Guaranteed Maximum Price (GMP) negotiation and reconciliation process between the Construction Manager and Independent Cost Estimator. This support helped align scope, pricing, and risk allocation while establishing a collaborative framework for the RTC’s transition to CMAR delivery.

US-89 Reconstruction

Utah 2019–2023 $350M

The Highway 89 Reconstruction Program represents a landmark initiative for UDOT, converting a heavily traveled 10-mile, four-lane arterial into a six-lane, grade-separated freeway. The $350 million project included full reconstruction of the corridor, four new interchanges, and two grade-separated crossings to improve regional mobility. UDOT’s first Progressive Design-Build (PDB) project and one of the first PDB projects for a public transportation agency in the nation, the program demonstrated how early risk identification and collaborative delivery can improve project outcomes and reduce construction costs by approximately $16 million.

The Avenue team was engaged during preconstruction, helping UDOT define and implement its new PDB delivery process. We developed PDB contract documents, managed the third-party estimate and estimate validation process, supported design oversight, and coordinated utilities and third-party stakeholders. By providing hands-on program management and technical support during UDOT’s transition to PDB, Avenue helped establish the processes needed to identify and mitigate risks earlier, validate costs, and support efficient project delivery.

Avenue Consultants serves as General Engineering Consultant for TDOT, providing program management, procurement strategy, risk mitigation, and alternative delivery support across the agency’s capital program. Avenue currently supports 9 Design-Build (DB), 3 Progressive Design-Build (PDB), and 4 Construction Manager/General Contractor (CMGC) projects, helping TDOT manage delivery risks and implement consistent alternative delivery practices across its portfolio.

Beyond project-specific support, Avenue provides statewide programmatic guidance to strengthen TDOT’s alternative delivery framework. The Avenue team authored TDOT’s CMGC and PDB Standard Guidance Manuals, developed foundational contract documents, and established procedures supporting the agency’s PDB delivery pipeline. Avenue also provides ongoing program management, procurement, risk management, and technical guidance to help TDOT advance projects efficiently and consistently across multiple delivery methods.

Nevada

The Nevada Department of Transportation (NDOT) Pioneer Program established a comprehensive framework for delivering transportation projects through alternative delivery methods, including Design-Build and CMAR. The program provides NDOT with standardized tools, processes, and contract frameworks to improve procurement efficiency, consistency, transparency, and risk management across future projects.

The Avenue team supported development and refinement of all three editions of the Pioneer Program Guidelines, establishing repeatable processes for alternative delivery implementation. We developed procurement guidance, CMAR and Design-Build contract templates, delivery schedules, and technical provisions, including Design-Build contract and technical provision templates spanning 26 major roadway disciplines and incorporating federal and state requirements, risk allocation strategies, and owner priorities.

These standardized tools reduced the time required to develop project-specific contract documents by more than 65 percent compared to previous approaches, giving NDOT a sustainable framework for efficiently procuring and delivering complex transportation projects across Nevada.

His experience includes 12 years with UDOT and more than 16 years supporting complex alternative delivery programs across the United States. Ed has supported 17 CMGC and PDB projects in nine states, ranging from $10 million to $1.5 billion, including several agencies’ first implementations of CMGC and PDB.

As a strategic advisor and project manager, Ed helps owners establish alternative delivery programs, develop procurement and contract documents, manage project risk, and navigate cost and price negotiations. He has authored CMGC and PDB guidance manuals for agencies including MnDOT, KYTC, CTDOT, TDOT, and the City of Denver, helping organizations establish repeatable processes and best practices. Ed has personally led pricing facilitation for more than 50 CMGC and PDB estimates and regularly facilitates risk workshops, GMP negotiations, and cost validation processes.

Jeremiah has helped agencies establish and institutionalize alternative delivery programs, including NDOT’s Pioneer Program, where he authored all three editions of the program guidelines and developed CMAR and Design-Build procurement and contract templates. He has also developed statewide alternative delivery guidance for TDOT and supported UDOT, RTC Washoe, KYTC, and other agencies in implementing new delivery methods. His work combines procurement strategy, contract development, policy and compliance, stakeholder coordination, and project lifecycle process development to help agencies move complex projects from planning through construction.

His experience includes supporting agencies through some of their first alternative delivery projects, giving him a practical understanding of the design, procurement, risk, and construction considerations needed for successful project delivery.

He spent 28 years with UDOT, including eight years as Region Two Director and 10 years as Chief Engineer, providing extensive owner-side leadership across roadway design, construction, maintenance, and project management. Randy brings a practical understanding of how agencies operate and how organizational processes can be improved to support more efficient project delivery.

Randy has led project delivery and process improvement initiatives for North Carolina DOT and Tennessee DOT (TDOT), mapping and streamlining workflows from planning and scoping through design, estimating, letting, construction, and project closeout.

At TDOT, Randy led development and implementation of the Project Delivery Network (PDN), establishing a consistent project management framework that reduced the average time from project scope to delivery from approximately 15 years to an average of three years while maintaining scope, schedule, and budget. His work has also included developing manuals and guidelines, risk, quality, and safety programs, and project estimating systems.
